About the Development Plan

The Winkfield Neighbourhood Development Plan (WNDP) sets out local policies that, alongside the Bracknell Forest Local Plan, will be used to determine planning applications.

The plan aims to manage any future development in Winkfield parish to better reflect the wishes of the community.

The key aims of the plan are to:

• protect the essential character of the local surroundings
• maintain and enhance the quality of local environment assets
• reduce the harmful impact of road traffic in the parish by promoting the enhancement of footpaths, cycleways and public transport.

It has been developed over a number of years by local residents and parish councillors. Two members of the Chavey Down Association committee have also been involved in its development.

A Church Road Traffic Group, a sub committee of the Chavey Down Association, has been set up to try to address the ongoing traffic, speeding and safety issues resulting from non-residents using Church Road (and North Road) as a rat run. The group are looking at ways to address some of the concerns of residents and are in talks with Winkfield Parish Council and Bracknell Forest Council, and the local police on how these might be addressed. We do need hard evidence to support this so please report any incidents to the Chavey Down Association and Winkfield Parish Council.

We are absolutely delighted that Chavey Down has been selected by Bracknell Forest Council for one of the three good causes for their Recycling Scheme for the period 1st November 2018 to 31st January 2019. This will hopefully raise sufficient funds to be able to erect an information sign for villagers and walkers at the top of Sandy Lane to commemorate the historical reference to the old mill ride at Chavey Down (i.e. the Windmill at Chavey Down Farm). To donate your recycling reward points to any of these causes, log into your account using the attached link and type in your E plus card number. Link:   http://eplus-rewards.smartcitizen.net/public/login.aspx

A point counts as a vote, rather than a monetary value. The scheme is sponsored and currently £1,000 is available to be split between the good causes every three months. When the donation period ends, the points total is recorded and £1,000 is split between the three causes. The funds are split in proportion to the points donated to each cause.

New Minerals and Waste Local Plan

Work is currently underway on an updated Minerals and Waste Local Plan (MWLP) within Berkshire. Bracknell Forest Council, Wokingham Borough Council, Reading Borough Council and the Royal Borough of Windsor and Maidenhead (collectively referred to as ‘Central and Eastern Berkshire Authorities’) are working together to produce a Joint Minerals and Waste Plan which will guide minerals and waste decision-making in the area.

The Joint Minerals and Waste Plan will build on previous minerals and waste plans for the Berkshire area. It will set out a new vision and replace the current policies and provide details of strategic sites that will deliver the vision.

What’s the timetable?

It is expected that the Joint Minerals and Waste Local Plan will be completed (‘adopted’) in winter 2020. Our Local Development Scheme (LDS) shows more information on the timetable.

Get involved

A number of formal consultations will take place throughout the MWLP. The plan is being undertaken by Hampshire County Council on behalf of the Central and Eastern Berkshire Authorities and all consultations will be coordinated by them.

Winkfield Neighbourhood Area 

Winkfield Neighbourhood Area was designated by Bracknell Forest Council on 24 December 2015.

Winkfield Parish Council applied for the designation of a Neighbourhood Area in October 2015. A six-week consultation on the proposal was held from 3 November to 15 December 2015

The Winkfield Neighbourhood Plan is progressing well with the help of volunteers on the Steering Group who describe the Parish as it currently stands. The next stage is to try and decide how we all want our Parish to look in the future. A questionnaire will be delivered to all homes in the Parish in the Autumn asking you for your views and opinions and we do hope that everyone will take the opportunity to have their say.
